Job Description

HOURS: Full Time (1.0 FTE); Day Shift. This position is located onsite at the Ann B. Barshinger Cancer Institute.

POSITION SUMMARY: The Director of Oncology Innovation and Strategic Projects is a contributing member of the Cancer Service Line Leadership Team and reports to the Executive Director of Cancer Services.  They are responsible for independently leading the implementation of delegated strategic projects and performance improvement activities called out in the service line’s strategic plan and annual goals.  This position works collaboratively with and through other leaders in the Cancer Institute, Lancaster General Hospital, and Penn Medicine to develop and implement plans to accomplish programmatic goals within established timeframes.  Reporting to this role are the Manager of Oncology Quality and the Nurse Manager of Cancer Research.  This role is based at LGH’s Ann B. Barshinger Cancer Institute (ABBCI)

ESSENTIAL FUNCTIONS: Qualified individuals must have the ability (with or without reasonable accommodation) to perform the following duties:

  • Develop partnerships with service line leaders, providers, and staff to ensure effective and productive relationships through a team approach in leading the service line.  Honest, effective, personable, and someone that others want to work with or work for.  Exhibit role model behavior for the Penn Medicine Experience Standards and servant leadership
  • In conjunction with Business Development and Service Line leadership, assists with development of strategic plans, resource requests, and annual goals.  Ensures that individual and department goals are aligned with service line objectives, prioritizes opportunities to advance key service line strategic goals, and ensures that work related to the strategic plan remains visible, active, and successful
  • Develops dashboards and reports to monitor volume and referral relationships with key business partners. Advises the Executive Director, LG Business Development, and LG Marketing on key trends and assists with development of strategies and tactics to maximize volume growth


  • Provides leadership and direction for major projects, which are strategic in nature and highly complex, as assigned. Create and lead multiple multifaceted project teams.  Navigate the operational complexities of a healthcare institution by leading with influence to manage necessary culture change and effectively launch projects
  • Partner with operational leaders and subject matter experts of processes, workflows, and care delivery to deeply understand strategic problems and ways to enable transformative change.  Perform due diligence and develop business justifications for new projects, and assist with scoping new efforts, budgeting, staffing, resources, and determining appropriate launch timing
  • Develops and manages a strategic roadmap of major projects and initiatives in the pipeline, tracking deliverables, interdependencies, and potential overlap or conflict of project timing.  Develops a dashboard to track progress and outcomes and ensures that project efforts are generally coordinated, resourced, meeting expected timelines, and measures of success, and that they are effective in advancing ABBCI goals
  • Reports high level project progress and outcomes to service line leadership and stakeholders.  Able to independently monitor and resolve issues related to conflicting requirements between departments and acts as liaison between ABBCI and other Penn Medicine departments as needed.  Escalates critical issues or project barriers to Executive Director and Medical Director as appropriate.  Evaluates conflicts and missed goals for lessons learned
  • Ensures that patient experience and patient safety are represented in all projects
  • In conjunction with other senior service line leaders, develops an annual education plan for service line leaders and key professionals that will be necessary to complete projects or advance goals

    Other areas of responsibility

  • Implementation lead for service line initiatives related to Value Based Care and Alternative Payment Models.  Works with leaders from ABBCI, practices, revenue cycle, and IT to determine priorities, identify projects, track performance data, and communicate with providers and staff.  Monitors payers for new opportunities in specialty care models
  • Oversight of the Oncology Research program, ensuring that the research nurse manager and research medical director are effectively leading the cancer clinical trials program forward in a way that ensures patient safety and full regulatory compliance while rapidly increasing the size of the program through patient enrollment onto trials and relationship development with study sponsors.
  • Responsible for data analytics. Working through the Manager of Oncology Quality, ensures that ABBCI leaders, providers, and team members have access to data reports and dashboards regarding ABBCI’s performance on top priority goals.  Reports should be clear and concise, accurate, timely, and clearly inform whether action is needed and if so priority level and suggested responses.  The director continually evaluates time spent by analytics staff and in addition to measuring current priorities, periodically evaluates sustained progress of past projects and additionally works to develop new data streams for future performance improvement goals
  • In conjunction with the Manager of Oncology Quality, establishes policies and procedures to ensure that obligatory data reporting to LGH, Penn Medicine, the State of Pennsylvania, CMS, and accrediting bodies occurs ahead of established deadlines and with a very high degree of accuracy and completeness
  • Develops and monitors reporting for clinical capacity and patient access, advising and escalating to Clinical Operations leaders for near term problem resolution, and to executive leadership for long-term strategic planning

SECONDARY FUNCTIONS: The following duties are considered secondary to the primary duties listed above:

  • Monitors ABBCI department performance improvement efforts and supports operational leaders with performance improvement tools, training, and assistance as appropriate and necessary. Supports and promotes the department huddle process and role models effective behaviors for others
  • Lead point of contact for service line and the e-Health team.  Determines priorities for Epic enhancements and optimizations by working with providers and service line leadership on change management to secure support and resources for process and EMR change and ensures provider commitment and follow-through.
  • Review and interpret informational, statistical or analytical reports as assigned.
  • Participate in the development and implementation of policies and procedures that guide and support the provision of services.
  • Participate in the development and in the writing of performance standards for Physicians and direct reports, and provides progress updates
  • Actively participate in the budget process.  Responsible for departments directly reporting up as well as informing and assisting other service line departments in their budget preparation efforts when impacted by performance improvement or strategic planning projects managed through this office
  • Attend leadership and team meetings, actively participating to improve ABBCI. Represent the service line in governance councils, ABBCI and LGH committees, and other ad hoc committees to support the strategic initiatives of the organization. Meetings include but not limited to ABBCI Executive Committee, Quality Committee, Research Committee, Business Development, Process Improvement Committee, Oncology Physician Advisory Committee, Leadership Huddle, Department Huddles
  • Other duties as assigned.


  • Bachelor’s degree from an accredited college or university.
  • Three (3) years of progressively responsible leadership experience leading projects or teams in healthcare.
  • Demonstrated project management skills Demonstrated communication and presentation skills.
  • Demonstrated analysis skills.
  • Demonstrated ability to create sustainable, transformative change and a desire to learn and grow as part of a team so we are open to a seriously considering diverse range of experience levels and backgrounds.


  • Master’s degree in healthcare administration, business administration, or a related field.
  • 7+ years’ leadership experience in ambulatory care or clinical service lines.
  • Knowledge of large, specialized, or academic cancer service lines.
  • Certification in performance improvement or project management.
  • Demonstrated track record of developing innovative solutions to problems, gaining organizational support, successfully implementing the solution, and sustaining results over the long-run.
  • Prior leadership experience in a cancer service line.
